US embassy cable - 05PANAMA1584

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

(C) On July 26, POL Counselor delivered reftel demarche to
Foreign Minister Samuel Lewis and discussed the GOP's
position on a possible G-4 resolution vote. POL Counselor
urged a vote against or abstention from the G-4 resolution.
Lewis said that he was familiar with the USG position on the
G-4 resolution and on UN reform, although he would not
confirm Panama's position on G-4. He said that he had
recently spoken with Panama's Perm Rep, Ambassador Ricardo
Alberto Arias, in New York. According to Arias, Brazil's
Perm Rep, Ambassador Ronaldo Mota Sardenberg, said there
would be no vote on the G-4 resolution this week. Embassy
will report any updates to the Department.
