SUBJECT: IRA STATEMENT EXPECTED AFTERNOON OF JULY 28

1. (C) Rita O'Hare, Sinn Fein's North America representative, 
told POL/ECON chief to expect an IRA statement on Thursday, 
July 28.  (The statement is in response to Sinn Fein's call 
on the IRA last spring to pursue its objectives solely 
through peaceful and democratic means.)  O'Hare believes that 
the IRA plans to release a preliminary statement at noon, 
July 28, to be followed by the full statement at 2 pm.  If 
the IRA keeps to that schedule, then Gerry Adams would plan 
to give his response at 4 pm.  Sinn Fein will alert embassy 
if they learn of any schedule changes.  Meanwhile, Martin 
McGuinness and Rita O'Hare would brief interested Members of 
Congress and the media after the IRA statement and Adams' 
reaction are released.  They will keep EUR/UBI informed if 
the precise time of any meetings changes. 
 
2.  (C) On substance, O'Hare said that she has not seen the 
statement, but based on what she learned July 26, believes it 
will be "even better" than she had hoped.  POL/ECON chief 
reinforced that the USG is looking for an unambiguous end to 
all paramilitary and criminal activity and would judge the 
IRA's response by its actions.
