1. (C) As reported Ref A, Kazakhstani FM Tokayev told the
Ambassador on July 8 that he had personally instructed
Kazakhstan's ambassador to the UN to abstain on the G-4
resolution. Given that the GOK has already committed itself
to abstaining, post sees no benefit in raising the issue
again.
2. (C) We have no reason to believe that the GOK's position
has changed since July 8, particularly since FM Tokayev left
on vacation the following day and has not yet returned. USUN
may wish to confirm with the Kazakhstani mission that they
intend to abstain.
