THE UNSCR 1267 SUCCESSOR RESOLUTION

1. (C) On July 25, the DCM delivered reftel demarche on 
problematic language in the UNSCR 1267 successor resolution 
to MFA Political Director Stanislas de Laboulaye.  Laboulaye 
made three points: 1) the U.S. and France have been working 
well in this area and need to continue doing so; 2) 
particularly given current events, we should avoid any 
measures that would make it any harder to designate 
supporters of terrorism; and 3) we needed to be careful about 
allowing governments to misuse the 1267 listing process for 
other internal purposes. 
 
2. (C) The DCM replied by saying that the 1267 system works 
well and allows for review of all listings before they are 
added to the list.  In addition, individuals listed can 
petition to be removed from the list.  He added that if there 
were any other concerns, interested parties should be able to 
discuss them without holding up passage of the UNSCR 1267 
successor resolution, given its importance in fighting 
terrorism.  The DCM also said that the FATF had already 
rejected a similar proposal as an unworkable concept. 
Laboulaye took on board these comments and said he would take 
another look at our demarche.  He promised to get back to us 
after reviewing the matter.
