 1.  (C)  In the absence of Foreign Minister Kantathi, who 
was attending the ASEAN Foreign Ministers Meeting in 
Vientiane, Ambassador spoke with MFA Permanent Secretary Krit 
Garnjana-Goonchorn to solicit an RTG vote against or 
abstention on the G-4 resolution.  Krit took the Ambassador's 
comments onboard and noted that he was unaware that the 
African Union (AU) and the G-4 were coming to an agreement on 
the resolution.  He added that the ASEAN ministers were about 
to issue a stand-alone statement that, in effect, asks the 
G-4 to "back off" from pushing its resolution in order to 
avoid creating a divisive situation within the UN body.  The 
decision to issue this statement had been made at an ASEAN 
"ministers-only" luncheon, Krit said.
