1.  (C) PolCouns delivered reftel demarche OOB local time 
July 25 to Ambassador Frangiskos Verros, head of the MFA's 
Directorate for International Organizations Affairs.  At that 
time, Verros was unaware of the proposed "European" language 
to limit the designation process to those who "willingly" 
support terrorism, and he requested time to seek 
clarification with the Greek Mission in New York.  Later in 
the day, Verros called PolCouns to report that he had 
consulted Greek Permrep Vassilakis who would discuss the U.S. 
points with other European UNSC members.  Vassilakis and 
Verros are to brief the Secretary General of the MFA, 
Chalambros Rocanas, on Tuesday, July 26 on the state of play 
before his discussion with Ambassador. (Foreign Minister 
Molyviatis is out of Athens.) 
 
2.  (C) Verros took the opportunity to reiterate Greece's 
desire to see more transparent listing/de-listing criteria in 
the successor resolution, including that listees should be 
informed of their designation by the Al Qaeda/Taliban 
Sanctions Committee.  He emphasized that this did not mean 
the Sanctions Committee would seek permission from listees; 
rather, listees would receive notification that they had ben 
so designated.  He hoped there had not been a 
misunderstanding of this point in Washington.  Embassy will 
follow up.
