(C) On July 22, we raised reftel demarche on Chinese 
objections to FATF references in the Counterterrorism 
Committee and the draft text of the 1267 successor resolution 
with Claudia Delmas-Scherer, the MFA's acting DAS-equivalent 
for Security.  Delmas-Scherer said she was pleased to see 
that the U.S. was holding the line on Chinese objections. 
She said she would cable the French Embassy in Beijing July 
22 to inform them of our demarche and to instruct them to 
make a similar demarche to the Chinese.  She said the French 
demarche would focus on the fact that Chinese objections to 
FATF references are inconsistent with their application for 
full FATF membership.
