 1. (U) On July 19, 2005, Jose Luis Severino Concepcion was 
returned to the United States in the company of a U.S. 
Marshal.  Severino Concepcion is wanted to stand trial in the 
United States District Court for the District of Columbia on 
federal narcotics offenses. 
 
2. (U) Severino Concepcion was arrested by the Dominican 
National Directorate for Drug Control (DNCD) on an arrest 
warrant based on a USG request for extradition.  Severino 
Concepcion waived his right to an extradition hearing in 
front of the Criminal Chamber of the Dominican Supreme Court 
and executed a witnessed, notarized affidavit indicating his 
desire to return voluntarily to the United States. 
 
3. (U) The return of Severino Conception marks the 36th 
fugitive subject to extradition who has been returned to the 
United States during the second administration of President 
Leonel Fernandez.  He is the 22nd fugitive returned from the 
Dominican Republic to the United States in 2005.
