UNCLAS DUBLIN 000913 SIPDIS IO/PSC (LMALENAS) E.O. 12958: N/A TAGS: PREL, KUNR, KPKO, UNSC, UNGO, ECOSOC SUBJECT: IRELAND SUPPORTS PBC CREATION; QUESTIONS UNSC ROLE REF: SECSTATE 130530 On July 21, Emboffs delivered reftel talking points to Department of Foreign Affairs UN/Terrorism and Illicit Drugs First Secretary Julian Clare. Clare said that the GOI agrees broadly with the USG and supports the creation of a Peacebuilding Commission (PBC) to advise on issues such as the broad concept of security, poverty, WMD, and sustained engagement in countries torn by conflict. Clare stated that the GOI's main difference with the USG on this issue is the proposed PBC's subsidiary role to the UN Security Council (UNSC). While not committing Ireland to either a pro or con position, Clare explained that other UN General Assembly (UNGA) members are unlikely to support a perceived PBC role that shifts power from the UNGA to the UNSC.
