US embassy cable - 05DUBLIN913

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

SUBJECT: IRELAND SUPPORTS PBC CREATION; QUESTIONS UNSC ROLE

REF: SECSTATE 130530

On July 21, Emboffs delivered reftel talking points to
Department of Foreign Affairs UN/Terrorism and Illicit Drugs
First Secretary Julian Clare. Clare said that the GOI agrees
broadly with the USG and supports the creation of a
Peacebuilding Commission (PBC) to advise on issues such as
the broad concept of security, poverty, WMD, and sustained
engagement in countries torn by conflict. Clare stated that
the GOI's main difference with the USG on this issue is the
proposed PBC's subsidiary role to the UN Security Council
(UNSC). While not committing Ireland to either a pro or con
position, Clare explained that other UN General Assembly
(UNGA) members are unlikely to support a perceived PBC role
that shifts power from the UNGA to the UNSC.
