(C) Post delivered reftel talking points to Ministry of Foreign Affairs Deputy Director of Special Policies Francisco Bernales and North America Desk Officer Falastin Shaktur on July 14. Bernales, who is in charge of proliferation issues for the MFA, said that he would ensure wide distribution of the talking points and fact sheet throughout the GOC. Bernales indicated that he did not believe the GOC could move quickly on this issue, but that the GOC would consider how a similar measure could work under Chilean law and Chile's obligations under United Nations Security Council Resolution 1540.
