SUBJECT: AUSTRIA OPPOSES G-4 FRAMEWORK RESOLUTION ON UN
REFORM

1. (SBU) On July 18 Acting Econ-Pol Counselor delivered
reftel talking points to Peter Huber from the MFA's
International Organizations Division. Huber reiterated what
senior MFA officials had previously and consistently told us
(refs B-D): the GoA would not support the G-4 Framework
Resolution on UN Reform. Huber added that increasing the
UNSC to 25 members would create an unwieldy situation, as
would any reform that increased the number of countries with
veto rights. Huber emphasized that the GoA supported UN
reform that would improve the efficiency of the organization.
According to Huber, the MFA has instructed its UN Mission to
abstain in the event of an early vote on the G-4 Framework.
