UNCLAS VIENNA 002403 SIPDIS SENSITIVE DEPT FOR IO/PSC LMALENAS AND EUR/AGS E.O. 12958: N/A TAGS: PREL, KUNR, KPKO, AU, UNSC, UNGA, ECOSOC SUBJECT: AUSTRIA SUPPORTS USG POSITION ON CREATING UN PEACEBUILDING COMMISSION REF: STATE 130530 1. (SBU) On July 15, Acting Econ-Pol Counselor delivered reftel talking points and draft resolutions to Peter Huber in the MFA's International Organizations Division. Huber said the GoA supported the creation of a UN Peacebuilding Commission along the lines of the USG proposal. The EU also wanted to establish the commission by the end of 2005. Huber noted that the USG resolutions were well written and should form the basis for moving the initiative forward. Huber pointed out that such a commission would provide an ideal forum for the various governments -- P-5, and donor and contributor nations -- to focus on peacebuilding in a particular country. The European Commission, in Huber's opinion, should receive a seat in the Core Group, as it is an important donor in many post-conflict situations. Brown
