(C) As of July 17, final preparations for the return of 
Jordanian national, "no longer enemy combatant" (NLEC), 
Khalid Mahmoud Abdul Wahab, have been completed.  On July 20 
at approximately 2030 at Marka AB, Abdul Wahab is expected to 
return to Jordan via U.S. milair from Incirlik.  CENTCOM 
Joint Security Directorate is coordinating the flight arrival 
with Embassy Amman POC LTC George Karpinski (cell phone 
962-07-758-1863).  There will be a brief exchange on the 
airfield during which LTC Karpinski will hand over Abdul 
Wahab to the waiting General Intelligence Directorate (GID) 
representative.  All assurances have been reinforced by GID 
de facto head Mohammad Dhahabi that Abdul Wahab will be 
treated humanely upon his return and following his required 
one week initial detainment.
