1. (C) Polmilcouns raised the CCIT with MFA DG for 
International Security Affairs Hayati Guven on July 14 as 
instructed ref a.  Guven responded that his office was in the 
process of "concluding informal consultations" within the GOT 
on our original demarche (ref c) and subsequent clarification 
that the USG could accept draft article 2 subject to 
acceptable language for article 18 (ref b).  Although he was 
still awaiting a response from the Turkish General Staff, he 
expected their agreement soon. 
 
2. (C) Guven reiterated what his deputy had told us earlier 
-- Turkey wants to conclude the CCIT as soon as possible, and 
that there is strong disagreement within the OIC "which will 
be difficult to overcome."  "We will do our best to convince 
them," he declared.  Polmilcouns urged the Turkish delegation 
in New York work closely with the US delegation in that 
effort.  Guven enthusiastically agreed.
