Doell for reasons 1.4 (b, d). (C) Post delivered reftel points regarding the Comprehensive Convention on International Terrorism (CCIT) to MFA UN Desk Officer Mher Markarian. Markarian said the GOAM "does not see any obstacles" to support for the Convention. Markarian promised to contact the GOAM's UN delegation to encourage active support for a resolution, despite OIC impediments, before and during the late-July consultations. Markarian noted that Armenia recently completed the ratification process for the twelve counterterrorism conventions and treaties already in force (reftel) and support for CCIT is a natural extension of the GOAM's anti-terrorism policy.
