UNCLAS PANAMA 001491 SIPDIS SENSITIVE DEPARTMENT FOR WHA/CEN E.O. 12958: N/A TAGS: PREL, PM, UNSC, POLITICS & FOREIGN POLICY SUBJECT: PANAMA POSITION ON G-4 PROPOSAL REF: STATE 126870 (SBU) On July 12, POL Counselor delivered reftel talking points to Acting Foreign Minister Ricardo Duran, and PolOff delivered reftel points to MFA International Organizations (IO) Deputy Director Nubia Lezcano. On July 13, Lezcano told PolOff that the GOP position on UN Security Council reform was "similar" to that of the U.S. She said that the GOP believes that UN reform needed to be considered as an "integral" package without focusing solely on reform of the Security Council. Lezcano passed talking points to IO Director Javier Bonagas, who had no further position to share on the current G-4 proposal. Embassy will report any updates to the Department. WATT
