US embassy cable - 05PANAMA1491

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

(SBU) On July 12, POL Counselor delivered reftel talking
points to Acting Foreign Minister Ricardo Duran, and PolOff
delivered reftel points to MFA International Organizations
(IO) Deputy Director Nubia Lezcano. On July 13, Lezcano told
PolOff that the GOP position on UN Security Council reform
was "similar" to that of the U.S. She said that the GOP
believes that UN reform needed to be considered as an
"integral" package without focusing solely on reform of the
Security Council. Lezcano passed talking points to IO
Director Javier Bonagas, who had no further position to share
on the current G-4 proposal. Embassy will report any updates
to the Department.
