SUBJECT: GHOSTS OF HONDURAS' PAST; MANPADS AND THE OAS
GUIDELINES

1. (S) Honduras does not/not possess any MANPADS. Please
remove Honduras from the list. During the last two years,
the Honduran military has discovered two MANPADS left from
the 1980s in comprehensive inventory exercises. There was no
prior knowledge of their existence. When cleaning out the
storage locations, the missiles were discovered and destroyed
within days. Both destructions were documented by DAO
Tegucigalpa in cables/IIRs to DIA.
2. (S) Honduras would support the OAS Guidelines on MANPADS.
Even though their overall weapons/munitions stockpile
management and security are weak, Post has no reason to
believe that Honduras has any stock of MANPADS. Post requests
that Honduras' name be removed from the list of MANPAD
possessing countries.
