SUBJECT: INDIAN PARTICIPATION AT DEAD SEA CONFERENCE

1. (U) Responding to points in Ref A, MEA Joint Secretary
(Gulf) Sanjay Singh told PolMilOff on July 12 that he and the
Indian Charge in Baghdad, Mr. S. Sharma, would attend the
July 18-19 Dead Sea Conference on Iraq.
2. (SBU) He also confirmed that the GOI had disbursed the
full amount of their $10 million pledge to the International
Reconstruction Fund Facility for Iraq (IRFFI). He did not
know if IRFFI had used the balance of the Indian funding yet.
3. (SBU) Asked about future plans for assistance to Iraq,
Singh stated that the GOI was reviewing the list of
democratization projects (Ref C) and welcomed any information
we could provide on small-scale electricity projects (Ref B).
