(C) The Ambassador on July 8 delivered Ref A demarche to 
Foreign Minister Carlos Morales Troncoso.  Morales Troncoso 
said President Fernandez had asked the Foreign Minister to 
support Brazil's position (i.e., in favor of the G-4 
framework resolution).  However, in view of the Ambassador's 
demarche, Morales Troncos said he would take it upon himself 
to support postponing discussion of the G-4 plan for UN 
Security Council expansion, to allow for discussion of a 
comprehensive approach to UN reform along the lines of Ref A 
talking points.  The Ambassador has scheduled a longer 
meeting with the Foreign Minister on July 14 to present our 
more detailed proposals for UN reform (Ref B).
