US embassy cable - 05ACCRA1357

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

     B. ACCRA 1282

On July 11, DCM and PolChief delivered reftel demarche on
the Comprehensive Convention on International Terrorism
(CCIT) to Ghanaian Deputy Foreign Minister Akwasi Osei-Adjei,
noting the past controversy over whether state military
forces that violate international law can be defined as acts
of terrorism, and highlighting its relevance to Ghana, whose
military is heavily committed in international peace keeping
operations. Osei-Adjei asserted that the definition of
terrorism must not be expanded so broadly as to dilute the
meaning of international terrorism conventions. Although he
did not speak directly to the issue of the passage of the
Comprehensive Convention on International Terrorism, he was
firm that the GOG condemns terrorism of any kind. (Note:
as reported ref b, in a June 28 demarche on UN reforms,
Foreign Minister Akufo-Addo told Ambassador that there is
broad support for the CCIT convention. End note.)
