On 7/11, Ambassador followed up earlier demarche on this 
subject with MFA Director of International Organizations 
Julio Peralta by POL/C, and drew attention to the talking 
points of reftel in a conversation with FM Rachid.  Rachid 
understood the U.S. considered the debate over UNSC 
membership as integral to overarching UN reform.  The 
Ambassador conveyed U.S. openness to a debate over UNSC 
membership but stressed the need to address issues pertaining 
to broader reform of the UN first on a priority basis. 
Rachid made no commitment but assured the Ambassador she 
would call Paraguay's PermRep to the UN to discuss Paraguay's 
position on this issue and then get back to us.
