UNCLAS ACCRA 001351 SIPDIS E.O. 12958: N/A TAGS: AORC, GH, PREL SUBJECT: GHANA: DEMARCHE ON G-4 FRAMEWORK RESOLUTION ON UN REFORM REF: STATE 126870 On July 8, the Ambassador delivered reftel demarche on USG views of the G-4 resolution on UN Security Council expansion to Hackman Owusu-Agyemang, Acting Foreign Minister and Minister for Works and Housing. The Minister had no substantive response and requested the embassy also demarche the Deputy Foreign Minister on July 11. The DCM and PolChief delivered the same demarche on July 11 to Deputy Foreign Minister Akwasi Osei-Adjei, who agreed that the broad agenda of UN reform was important and should not be derailed by the issue of UN Security Council expansion. President Kufuor and Foreign Minister Akufo Addo will likely be at the UNGA but the GOG will follow the lead of the African Union in its position on UN Security Council expansion. Osei-Adjei did not yet have a readout of the recent Tripoli meeting of the AU and the Foreign Minister's participation in discussions of UN reform. YATES
