US embassy cable - 05OTTAWA2070

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

in reftel to Wendy Clark of Foreign Affairs Canada's Economic
Policy division on July 5, 2005, following up on previous
telephone conversations with Ms. Clark about the Working
Party for Governance Reform. Ms. Clark provided the
following feedback on the points of the demarche: A) the GOC
agrees with the United States on the importance of reform and
would like to see a Working Group established in a timely
fashion, B) the GOC approves of the concept of a timeline,
noting that timely action for the 30-member group will be a
challenge, and C) the GOC suggests that the role of the Chair
will be critical and that the Chair needs to be motivated and
committed to reform. Ms. Clark offered to provide more
details on any of these points if desired.
