On July 8, Post delivered reftel demarche to James McIntyre, 
Department of Foreign Affairs (DFA) First Secretary for EU 
Common Policies and the OECD.  McIntyre said that the GOI 
agreed with USG points on the urgent need to make the OECD a 
better governed, more effective organization.  Ireland, 
however, favors a Working Party on governance reform that is 
fully inclusive, i.e., open to participation by all OECD 
members, not simply representative of members' interests. 
McIntyre noted that buy-in to comprehensive reforms depended 
on opportunities for input by all OECD members through the 
Working Party mechanism.  Ireland also supports the Working 
Party's prerogative to draw on outside expertise in its work. 
 McIntyre said that proposals for a parallel group to 
interact with outside experts would cause unnecessary delays.
