Per Ref A the Deputy Chief of Mission delivered Ref B talking
points to the Department of American and South Pacific
Affairs Director General, Mrs. Nongnuth Phetcharatana at MFA
on July 8. The DCM reiterated the importance of keeping the
news of the agreement discreet until after the embargo date.
Nongnuth expressed appreciation for sharing this information
with the RTG prior to the Secretary's visit.
