(C) Ref A arrived over Post's weekend and the responsible
Kuwaiti MFA officials had already departed for Sanaa when the
work week began. PolChief, however, discussed June 27 with
Ali Al-Basari of the MFA International Organizations
Department reported OIC opposition to the convening of an
international conference on the Third Additional Protocol of
the Geneva Conventions. Al-Basari said the GOK was aware of
U.S. support for the Israeli National Society, Magen David
Adom (MDA), to join the international Red Cross/Crescent
Movement and commented that the issue was not an agenda item
for the OIC meeting. Al-Basari further reported July 5 that
according to Ambassador Abdullah Al-Murad, MFA Director of
International Organizations, who led the Kuwaiti delegation
to the OIC meeting, MDA and the Swiss-sponsored conference
were not/not discussed.
