(U) Per reftel, Econoff spoke with Stephen Smikle, Director of the Marine Branch Fisheries Division on June 30. Smikle stated that his office was aware of the upcoming Western Central Atlantic Fishery Commission (WECAFC) meeting, and that he personally had hoped to attend, but that his office is currently very busy with preparations for the 2005 hurricane season. Due to the scheduling conflict, and the GOJ's higher priority on weather preparedness, nobody from the GOJ would be able to attend. He expressly stated that funding had not been an issue. TIGHE
