1.  (C/NF)  Post Visa Viper committee met on June 28, 2005. 
The committee wishes to nominate one individual for inclusion 
in the Visas Viper Program, as follows: 
 
NAME:  Hasanul Haq 
DPOB:  01-JAN-1976 
Affiliation:  Haq claims to be an al-Qaeda member, and sent 
e-mail messages threatening to blow up two embassies (Japan 
and the Netherlands) and RAB Headquarters in Dhaka. 
Newspaper accounts also suggested a threat to blow up the 
American Center, but police are investigating whether this is 
actually true.  In any event, the American Center threat has 
not/not been confirmed.  His threats specified that the 
embassies would be blown up if the countries represented "do 
not stop interfering in the internal affairs of Bangladesh." 
His e-mail messages were traced to a cyper cafe, which led to 
his identification and his June 25 arrest.  According to the 
June 26 "Daily Star" article announcing the arrest, Haq 
admitted that he had sent the e-mails.  Haq's DOB was not 
given in the article; the committee agreed that we submit him 
using the above date, as he is reported to be 29 years old. 
Haq was an assistant accounts manager of Japan Garden City, 
with a masters degree from Jagannath University College. 
 
2.  (U)  The Visas Viper Committee was chaired by A/DCM 
Dundas McCullough, and coordinated by consular section chief 
Elizabeth Gourlay.
