(U) This is an action request. See para 3. 2. (C) The GOK's National Committee for Missing and POW Affairs (NCMPA) has formally agreed to cross-check a partial DNA sample of CAPT Michael Scott Speicher from the U.S. Joint POW/MIA Accounting Command (JPAC) and invites a DNA specialist to Kuwait to be present for the introduction of sample into their database. (NOTE: This is the one of two options passed to the GOK. The first would have given the U.S. full access to the NCMPA database. The possibility of checking dental records was not fully explored. END NOTE) The NCMPA would like to commence cooperation and complete the cross-check before the next Technical SubCommittee (TSC) meeting of the TriPartitite Commission scheduled for September 28.
