Reason: 1.4( e). 1. (S) Reftel reported that the GOC is proceeding with plans to designate HIG domestically under Canada's criminal code. For the record, the listing will be as follows: Gulbuddin Hekmatyar's faction, Hezb-e-Islami, the Hezb-e-Islami Gulbuddin (HIG) 2.
