SUBJECT: THREE DOMINICAN FUGITIVES RETURNED TO THE UNITED 
STATES

1.  (U)  On June 24, 2005, three fugitives were returned to 
the United States in the company of U.S. Marshals.  Juan 
Rincon is wanted to stand trial in the Supreme Court of the 
State of New York, County of New York, on murder, kidnapping, 
unlawful imprisonment, burglary and conspiracy offenses, ref 
A.  Rincon exercised his rights to challenge the U.S. 
extradition request in the Criminal Chamber of the Dominican 
Supreme Court.  The Dominican Supreme Court found the U.S. 
extradition request valid, denied Rincon's challenges and 
instructed the executive branch to prepare a final 
extradition decree. 
 
2.  (U)  Ramon Perez Ferreras is wanted to stand trial in the 
United States District Court for the Southern District of New 
York on conspiracy to launder money derived from unlawful 
activity (narcotics trafficking), ref B.  Luis Ricardo Reyes 
Mendoza is wanted to stand trial in the same jurisdiction on 
federal narcotics charges, ref C.  Both Perez Ferreras and 
Reyes Mendoza waived their rights to extradition hearings in 
front of the Criminal Chamber of the Supreme Court and 
executed witnessed, notarized affidavits indicating their 
desire to return voluntarily to the United States. 
 
3.  (U)  Rincon, Perez Ferreras and Reyes Mendoza were all 
arrested by the Dominican National Directorate for Drug 
Control (DNCD) on arrest warrants issued pursuant to USG 
requests for extradition. 
 
4.  (U)  The return of these three men mark the 32nd through 
34th fugitives subject to extradition who have been returned 
to the United States during the second administration of 
President Leonel Fernandez.  They are the 18th - 20th 
fugitives returned from the Dominican Republic to the United 
States in 2005.
