SUBJECT: CDA DELIVERS UN REFORM PRIORITIES DEMARCHE TO
DEPUTY FM NOMAN

1. (U) Charge delivered refs A and B requesting ROYG support
for U.S. United Nations reform priorities, and ref C on UNHCR
reform to Depduty Foreign Minister Mustafa Noman on June 26.
Noman promised to get back to Charge on the ROYG position.
2. (C) Noman noted that the possibility of an OIC seat on the
Security Council would be discussed at this week's (June
28-29) OIC Foreign Ministers' meeting in Sanaa. Offering his
own thoughts, Noman said it was a bad idea for a
religion-based organization to have a seat on the UNSC. The
DFM also reiterated President Saleh's commitment to support
Japanese and German bids for permanent UNSC membership.
