US embassy cable - 05KINGSTON1578

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. On June 23, Poloff delivered reftel talking points and
non-paper to Pamela Ingleton, Acting Deputy Director,
International Organizations Department, Ministry of Foreign
Affairs and Foreign Trade (MFAFT). Ingleton accepted the
message and said that she would share the information with
her department. She questioned whether the USG is genuinely
focused on reforming the UN body, or simply views the
proposed Council as a means to its own ends, some of which
are viewed as contentious and might meet with opposition from
member states.
