On June 23, Poloff delivered reftel talking points and non-paper to Pamela Ingleton, Acting Deputy Director, International Organizations Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT). Ingleton accepted the message and said that she would share the information with her department. She questioned whether the USG is genuinely focused on reforming the UN body, or simply views the proposed Council as a means to its own ends, some of which are viewed as contentious and might meet with opposition from member states.
