Embassy delivered reftel demarche twice to the MFA's UN/OAS division, on June 10 and 15. After repeated followup, we were told on June 22 the U.S. views had been communicated to the appropriate authorities. However, as of June 24 the division had no substantive response; Embassy believes the Dominican position, if any, was worked out between missions in Paris. HERTELL
