UNCLAS KINGSTON 001559 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) E.O. 12958: N/A TAGS: TBIO, JM, UNESCO, KSCI SUBJECT: UNESCO BIOETHICS DECLARATION REF: STATE 109242 On June 14, Poloff delivered reftel talking points by telephone and fax to Pamela Ingleton, International Organizations Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT). Ingleton welcomed the information, commenting only that she believed this would be a "contentious" issue among Member States, since "respect for human life" is a "fully loaded" term when presented by the U.S. She added that the GOJ shares USG respect for human life. Ingleton said that MFAFT is consulting with experts at the Ministry of Education to make a decision on the bioethics declaration. TIGHE
