(C) Pol/Econ chief June 21 delivered reftel demarche on the 
"energy cycle" in the UN Commission on Sustainable 
Development to MFA Director for International Organization 
Affairs Ghassan Shaikho.  Shaikho said there was a role for 
both negotiated texts and practical activities related to 
sustainable development, and did not want to dismiss the 
impact a negotiated text could have on a country that harms 
the prospects for sustainable development, such as a major 
polluter.  He agreed that the non-negotiated outcomes 
provided experts with practical tools to promote sustainable 
development.
