UNCLAS BOGOTA 005888 SIPDIS DEPT FOR INL/LP/RM E.O. 12958: N/A TAGS: SNAR, CO SUBJECT: DRAFT AMENDMENT TO 2004 ANNEX: ACTION REQUEST REF: Holloway/Walsh/Thorn/Mahlstedt Emails 1. (U) As discussed Ref emails, following is the draft Amendment 1 to the 2004 Annex. This document, when signed, will obligate FY2005 INL funding for Colombia. Draft follows the model approved by the Department to obligate FY2003 funds. FY2004 funds were obligated by the 2004 Annex. Post will subsequently prepare Face Sheet Amendments for each supported program. In addition to fiscal data, these Face Sheets Amendments will also contain specific project descriptions, performance goals/objectives and Measures of Effectiveness for the FY2005 funds. 2. (U) Request INL approve the following draft for coordination with the GOC and signature by the Ambassador and Minister of Foreign Relations. Also request INL confirm or correct the dollar amount to be obligated by this agreement. 3. (U) Begin English version of draft text: AMENDMENT 1 TO THE ANNEX TO THE GENERAL AGREEMENT FOR ECONOMIC, TECHNICAL AND RELATED ASSISTANCE BETWEEN THE GOVERNMENT OF THE UNITED STATES OF AMERICA AND THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA The Government of the United States of America and the Government of the Republic of Colombia hereby agree to continue support for the bilateral narcotics control program established under the terms set forth in the General Agreement for Economic, Technical and Related Assistance, signed on July 23, 1962, and the Annex to that agreement, signed on August 30, 2004. The actions to be taken and the resources to be provided, after fulfillment of their internal requirements, by the Government of the Republic of Colombia and the Government of The United States of America in support of this program are accepted by the signatories as firm commitments unless otherwise amended by joint agreement. The initial funds, for fiscal year 2005, granted by the Government of the United States of America by the terms of this Amendment to the Annex will be specified in face sheets (US$278,847,000.oo). Future funding for this program is contingent upon the authorization and appropriation of funds by the Congress of the United States of America, and the approval by the Assistant Secretary of State for International Narcotics and Law Enforcement Affairs. The rights, obligations, and procedures set forth in the Annex continue in force.
