SUBJECT: DJIBOUTI: EAC 06/21/2005 - SECURITY PREPARATIONS 
FOR JULY 4, 2005 CELEBRATION

1. (SBU) On 06/21/2005, Post convened a meeting of the 
Emergency Action Committee per REFTEL (a).  Post reviewed its 
security posture and determined that current security 
measures are adequate to handle daily operations and are 
commensurate with current threat standards. 
 
2. (C) Post has decided to hold its annual Independence Day 
Celebration on the Embassy compound.  In light of recent 
world events, physical and procedural security will be 
enhanced for the event.  In addition to current security 
measures, Post has garnered physical support from Host Nation 
Security Services and U.S. Military elements.  Additional 
coverage will include, but not be limited to the following: 
 
- The National Police will conduct traffic screening and 
control approximately 500 meters in both directions on the 
approach to the Embassy; 
 
- The Djiboutian Navy will conduct maritime patrols along the 
eastern coastline in addition to securing a 500 meter area 
behind the Embassy to prevent small vessels from approaching 
the rear of the Embassy perimeter; 
 
- The National Police Special Tactics Brigade is dedicating a 
company (approximately 80) of specialized officers to 
supplement the seven positions already assigned to the 
Mission; 
 
- Embassy's Surveillance Detection Unit will integrate with 
officers of the National Police to monitor activity in the 
surrounding neighborhood; 
 
- Elements of the U.S. Military at Camp Lemonier will 
supplement Embassy security by taking up observation 
positions around the compound and provide medical and 
security support in case of a crisis; 
 
- All elements will be coordinated via Embassy communications 
and RSO will maintain command and control at all times. 
 
3. (SBU) Per paragraph 6 of REFTEL (a), Post will remind 
American community personnel to follow the State Department's 
world wide caution.  The EAC does not feel at this time that 
it is necessary to issue a new warden message.
