1.  (C) During the June 16 US-India Strategic Stability and 
Nonproliferation Dialogue, MEA Additional Secretary 
(International Security) Meera Shankar gave A/S for Arms 
Control Stephen Rademaker the following non-paper regarding 
Pakistani entity Project Management Organization's efforts to 
procure missile technology from Chinese firm Poly 
Technologies, Inc, through its front company Star Industries. 
 Further discussion of this case in the context of the 
Nonproliferation Dialogue will follow septel.  Text of the 
non-paper follows: 
 
2.  (C) Begin text of GOI non-paper: 
 
In the spirit of our shared objectives to prevent 
proliferation, GOI would like to share information with USG 
about efforts underway by the Pakistani entity "Project 
Management Organization," an organization under the aegis of 
National Engineering and Scientific Commission (NESCOM) and 
involved in the production/manufacturing of solid propellant 
based short range missiles, to procure a Flash Scan Real Time 
industrial X-Ray Equipment System (Model XYD-4210/3.5) from 
the Chinese entity "Poly Technologies Inc." (PTI), Beijing, 
through its front company &Star Industries8 which is based 
in Rawalpindi. 
 
The system includes Mobile X-Ray System, Display System, Real 
Time Image System and is to be assembled by PTI including by 
incorporating sub-systems/components from the U.S. 
Procurement from the U.S. is being done either by GUO Chao, 
Project Manager, PTI or by Arshad Mehmood, Chief Scientist, 
Directorate of Technical Development, Pakistan Institute of 
Nuclear Science and Technology (PINSTECH). 
 
We would urge USG to investigate the matter and take all 
steps necessary to prevent this transaction.
