1.  (C) During the June 16 US-India Strategic Stability and 
Nonproliferation Dialogue, MEA Additional Secretary 
(International Security) Meera Shankar gave A/S for Arms 
Control Stephen Rademaker the following nonpaper regarding 
export of sodium cyanide, a chemical weapons precursor, by 
the Indian firm Phulchand Export Ltd to the DPRK.  This case 
was last raised with the GOI in March 2005 (Reftel).  Further 
discussion of this case in the context of the 
Nonproliferation Dialogue will follow septel.  Text of the 
non-paper follows: 
 
2.  (C) Begin text of GOI non-paper: 
 
In response to the information conveyed by USG regarding 
export of sodium cyanide by the Indian firm  Phulchand 
Export Limited, to DPRK, GOI wishes to convey that the 
transaction under reference has not taken place and the deal 
has been terminated, including due to GOI intervention. 
 
In the spirit of our friendly relations, GOI also wishes to 
share the following details about the said transaction as 
have come to the fore pursuant to investigations by GOI 
agencies.  The enquiry for supply of Sodium Cyanide was 
received from the North Korean company M/s Korea Kumgang 
Corporation located at Pyongchan-1, Pyongychan District, 
Pyongyang (Tel. Nos. 0085-01-18111/18222, 3818295).  The 
Korean Company was willing to open a Line of Credit through 
Bank of China, Macau Branch.  The end-use stated by the firm 
was use in extraction work in gold mines.
