(C) During the June 16 US-India Strategic Stability and Nonproliferation Dialogue, MEA Additional Secretary (International Security) Meera Shankar gave A/S for Arms Control Stephen Rademaker the following nonpaper regarding possible cooperation between a Bhabha Atomic Research Center (BARC) scientist and an Iranian scientist on the computer code WIMS-D4. Further discussion of this case in the context of the Nonproliferation Dialogue will follow septel. Text of the non-paper follows: 2. (C) Begin text of GOI non-paper: The US side had raised the issue of an Iranian researcher having received information from a Babha Atomic Research Center (BARC) scientist on the computer code WIMS-D4. The IAEA has a TC project IRA/4/023 "Strengthening Owner,s Functions for BNPP" related to the Bushehr Nuclear Power Project. An Expert Mission 'Advice on Developing a Core Group in NPPD for Fuel Management' was organized by IAEA as apart of this project on June 8-12, 2002. Dr. V. Jagannathan (Reactor Physics Design Division, BARC) was one of the members of this Expert Mission along with representatives from the IAEA, the Netherlands, and Hungary. The objective of the Mission was to explore the requirements of assistance in development/review of fuel management, core mapping and burn-up calculations for BNPP. Subsequently, a workshop was to be held in Vienna during November 15-23, 2004, in which Dr. Jagannathan, though invited, did not participate and where WIMS-D4 might have been discussed. Dr. Jagannathan is also not familiar with this code. Any suggestion of his interacting with the Iranians on WIMS-D4 is, therefore, misplaced. It is also well known that WIMS-D4 is an internationally available multi-group lattice code for thermal reactor analysis that does not simulate any fuel movement. End GOI text. MULFORD
