(SBU) On June 20, PolCouns delivered reftel non-paper on UN 
Human Rights Commission (CHR) reform to Vice Foreign Minister 
Ricardo Duran.  Duran did not share GOP's position on UN CHR 
reform, but said he would distribute copies of the non-paper 
to the relevant MFA officials.  Embassy will report any 
updates to the Department.
