Phillips for reasons 1.5 (b) and (d). 1. (C) EconPolOff conveyed reftel points to MFA Human Rights Bureau Director Engelbert Theuermann on June 15. Theuermann said the GoA had already notified the Swiss Government that it supported a diplomatic conference to adopt the Third Additional Protocol. Theuermann added that the GoA was satisfied with the draft rules of procedure, and hoped that a diplomatic conference would take place in 2005. He noted that it would be important to convince uncommitted countries. In that context, Theuermann confided that EU Member States have been actively demarching Arab governments to support the Swiss approach. Brown
