1. (S) Foreign Affairs welcomed reftel message requesting a 
delay in announcing the domestic designation of HIG but that 
decision would not take effect or become public until on or 
after June 24.  They expect that Cabinet Ministers will 
approve the proposal to proceed at the June 14 meeting on 
designating HIG domestically.  The Cabinet Committee approval 
results in a recommendation to the Treasury Board Secretariat 
to confirm the decision. Once the Treasury Board Secretariat 
has acted the decision is forwarded for approval by the 
Governor General (the Queen's representative in Canada) and 
is then listed in the Canada Gazette (the Federal Register 
equivalent) at which time it becomes law and becomes public. 
The process takes about 10 days, which should result in the 
HIG designation being made public on or after June 24.  Note: 
By regulation the Canada Gazette must be published every 
week. It tends to come out about every three days.  End note. 
 
2.  (S)  The GOC is committed to proceeding expeditiously 
because HIG is active in Canada and has targeted Canadian 
troops in Afghanistan.  This is not an abstract exercise and 
they are eager to be in a position to take action against HIG 
finances and activities in Canada.  However, they plan to 
proceed with notification to the UN 1267 Committee only in 
coordination with "partners."  When asked, the partner they 
have specifically in mind is the U.S., and they will not try 
to designate HIG internationally until we are ready to do it 
jointly.
