SUBJECT: EMERGENCY ACTION COMMITTEE (EAC) MEETING, BOGOTA; 
JUNE 10, 2005

1.(S) Begin Summary: Post's Emergency Action Committee 
convened on June 10, 2005 Chaired by Charge, d,Affaires 
Milton Drucker to discuss a potential threat to the Embassy 
and Colombian governmental offices using a Vehicle Borne 
Improvised Explosive Device (VBIED) by the FARC 42 front. The 
information is not time specific, but Colombian authorities 
believe the source is credible. See Reference. 
 
2.(S) EAC Action: Post EAC met and discussed the Colombian 
Intelligence report and how it might impact the American 
community Fourth of July celebration on June 11, at the 
Embassy. The celebration will have in excess of 800 U.S. and 
Colombians as well as invited guests.  After discussing the 
intelligence report, the EAC decided that the security that 
will be in place, will adequately address and deter a VBIED 
attack as described by Colombian Intelligence. 
 
3.(SBU) Regional Security Office (RSO) Actions: The RSO is 
coordinating both internal and external security for 
tomorrow,s event.  In addition to the Local Guard Force 
(LGF), LGF Mobile Patrols, Surveillance Detection Teams 
(SDT), RSO has requested in excess of 100 Colombian National 
Police and Colombian Military. Counter sniper teams, two 
Quick Reaction Forces (QRF), Bomb Detection teams with 
canines, Mounted Police as well as mobile patrols, will be 
strategically placed to maximize security. 
 
4.(SBU) The RSO currently has had an area denial and 
detection operation in place since the FARC Anniversary on 28 
May.  These teams will continue to provide support during the 
weekend and near future. 
 
5.(SBU) Colombian National Police (CNP) have also reported 
that they are conducting name checks on persons registered in 
Hotels near the Embassy as well as vehicle checks in areas 
adjacent to our perimeter.
