UNCLAS DUBLIN 000718 SIPDIS E.O. 12958: N/A TAGS: EAID, EAGR SUBJECT: IRELAND: HUNGER AND HUMANITARIAN NEEDS IN AFRICA REF: STATE 108008 On June 10, Charge D'Affaires discussed reftel with Department of Foreign Affairs Political Director David Cooney and Development Cooperation Ireland Multilateral UN Policy Deputy Director Dympna Hayes. Cooney noted GOI disappointment with both the overall level of USG development assistance and its failure to adopt 0.7 percent as a goal, but added that Ireland will not criticize the United States publicly. He also said that Ireland and the world are awaiting with great anticipation the U.S. proposals in the context of UN reform in September. KENNY
