1.  This is an action request. 
 
2.  JUSMAG THAI has requested that the Embassy/State 
Department complete human rights vetting for units that have 
been selected to participate in the following courses and to 
meet internal DOD advance deployment deadlines, they have 
requested that the review of human rights reports and files 
be completed ASAP.  The DIILS course is part of Post's 
efforts to improve human rights training for senior, junior 
and enlisted Thai military personnel, especially those who 
will be deploying to southern Thailand. 
 
--  DIILS: Combating Terrorism:  Human Rights and 
Humanitarian Law Awareness, MTT Course from 16 - 20 May in 
Bangkok Thailand scheduled from 18 July to 23 Sept. 2005. 
 
--  CCMR:  Civil Military Response to Terrorism, MTT Course 
from 18 - 20 July 2005 in Bangkok, Thailand. 
 
 
3.  The Embassy possesses no credible evidence that any of 
the units listed below in paragraph four have committed gross 
violations of human rights.  Please advise whether the 
Department has any relevant information on the units listed 
below.
