UNCLAS BANGKOK 003790 SIPDIS E.O. 12958: N/A TAGS: PHUM, TH, Demarche SUBJECT: THAILAND: RESPONSE TO DEMARCHE ON UN DEMOCRACY FUND REF: STATE 99849 1. (SBU) Poloff delivered reftel demarche on the UN Democracy Fund and discussed reftel points with Suvat Poopatanapong, Counselor of the International Organization Peace Security and Disarmament Division at MFA. Suvat said the MFA had passed our request to the Thai UN Perm Reps in New York. Suvat indicated that the Thai mission in New York would make the final decision as to whether or not Thailand would co-sign the letter to UNSYG Annan. 2. (SBU) Suvat suggested that USUN contact the Thai delegation directly regarding the proposed letter. The RTG has two questions regarding the proposal: 1) How many other countries have agreed to co-sign? 2) How much money is the U.S. willing to contribute initially to the Fund? 3. (SBU) Post requests that USUN New York contact the Thai Perm Reps and provide answers to the Thai questions as appropriate. BOYCE
