US embassy cable - 05ASUNCION747

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

SUBJECT: Paraguayan Dipnote Status and
Country Team Recommendation

REF: E-mail from Socsouth JCET Deployment
Specialist, dtd 02 June 05.

1. The Dipnote currently under consideration
by the GOP covers all programmed SOF
deployments that will occur between July 05
and December 06 ending with 4th quarter
deployments.

2. The Dipnote has been approved by the
Minister of Foreign Affairs, the Minister of
Defense, both houses of the Congress and once
already by the Executive. It is currently at
the Executive awaiting signature to put into
law.

3. It is the recommendation of the Country Team
that the Request for Deployment Orders process not
be delayed, or stopped awaiting presidential
signature of said document, but instead that it
proceed without delay. We fully expect that the
dipnote will be signed into law and do not
anticipate any delay that would affect the
deployment dates of the scheduled exercises.

4. Once signed, this document will provide for
Admin and Technical Status of all deployed
