(U) Pol/Econ delivered demarche per reftel 2 June to Director of Bilateral Relations, Mohamed Ali Hassan. Hassan replied that it is not Djibouti's tendency to take positions on every crisis in the world. He explained that Djibouti's diplomatic corps was much smaller than that of the U.S. As it does not have representation in Uzbekistan, it is difficult for Djibouti to know first-hand the real situation on the ground. Hassan continued that in this case, since Djibouti and Uzbekistan were both members of the Organization of the Islamic Conference (OIC), it would wait until the ministerial council of the OIC reviewed the facts and debated them to take a particular position.
